Chief Field Office Job Description:

As Chief Field Office (CFO), you will manage and lead UNICEF's program commitment in Dhangadhi for Sudur Paschim Province. Under the guidance of the Representative of UNICEF Nepal Country Office, you will oversee various program sectors and operational service teams, ensuring quality results in line with UNICEF's cooperation programs and the UN Sustainable Development Cooperation Framework (UNSDCF).

Key Responsibilities for Chief Field Office:

Within the scope of delegated authority and organizational structure, the incumbent may undertake some or all of the following responsibilities and tasks:

  • Manage UNICEF Presence, Staff, and Assets
    • Represent UNICEF in the region by advocating for children's rights, participating in meetings, and promoting the children's agenda.
    • Ensure the safety and security of UNICEF staff and assets through effective measures.
    • Lead and manage the performance and conduct of the field office team to achieve results for children.
  • Knowledge Management for Programs
    • Support area and country programs through knowledge management, including data collection, analysis, and accurate reporting.
    • Engage in information exchange during donor and media visits and contribute to training and orientation material.
  • Program Development and Management
    • Identify children's deprivations in the region and critical intervention points using transparent monitoring systems.
    • Draft program work plans and recommendations to address deprivations and vulnerabilities, and include them in formal program documentation.
    • Monitor compliance and provide training and support to the program team.
    • Review the technical, institutional, and financial feasibility of programs and projects with government and other partners.
    • Prepare program reports required for management, donors, and budget reviews.
  • Optimize Use of Program Funds
    • Establish and supervise program work plans, monitor fund allocation and disbursement to ensure funds are properly coordinated and liquidated.
    • Take appropriate actions to optimize the use of program funds, focusing on program efficiency and delivery through rigorous planning, monitoring, and evaluation.
  • Program Monitoring and Evaluations
    • Conduct field visits to monitor and assess program implementation and take corrective actions as necessary.
    • Participate in major program evaluation exercises and sector review meetings with government counterparts.
    • Prepare timely annual program status reports.
  • Rights-Based and Results-Based Program Management
    • Utilize a rights-based approach in setting program goals and objectives and developing strategies and implementation frameworks.
    • Apply a results-based management approach to planning and design.
    • Make recommendations on project implementation, alternative approaches, and optimal resource utilization to fulfill the rights of children and women.
  • National and Local Capacity Building and Sustainability
    • Provide technical support to authorities and service providers to plan and organize training programs for capacity building and sustainability.
    • Advocate for increased resources in deprived areas to meet children's needs.
    • Develop the commitment and capacities of national and local partners strategically.
  • Rights Perspective and Advocacy
    • Conduct policy analysis from a children's and women's rights perspective and advocate at different levels for national and international policy debates.
    • Promote UNICEF's goals through active advocacy and communication in line with national advocacy guidelines.
  • Partnership, Coordination, and Collaboration
    • Develop partnerships and collaborations with internal and external counterparts to enhance the collection and dissemination of development data and information.
    • Establish and maintain sound internal controls and coordinate financial and supply management requirements.
    • Work closely with heads of sectoral programs at various levels to achieve overall program coordination.
    • Collaborate with government and other partners to plan, develop, and implement sectoral programs, providing leadership and technical advice.

Required Qualifications & Experience for Chief Field Office:

  • Advanced degree in social sciences, international relations, or a related field.
  • Minimum of 5 years of professional experience in program management.
  • Experience leading and managing teams, and working in a developing country.
  • Familiarity with emergencies and fluency in English, Nepali, and the local language.
