Project Information:

The FCDO's Security and Justice Program (SJP) aims to enhance security and justice services in Nepal over a five-year period. With a focus on tackling criminal violence and supporting governmental entities, including the Nepal Police, the program strives for improved public safety and reduced gender-based violence (GBV). As part of this initiative, UNOPS seeks to recruit an Investigations Specialist to lead Workstream 2, focusing on the policing component of the SJP program.

Investigations Specialist Job Description:

UNOPS is seeking an Investigations Specialist (Lead for Workstream 2) to join the SJP program. This position will be responsible for leading the policing component, focusing on strengthening Nepal Police's investigation capabilities.

Functional Responsibilities of Investigations Specialist:

  • Prepare annual work plans to implement project activities related to Nepal Police's investigation capabilities, including crime scene investigations and the use of AFIS.
  • Oversee daily operations of the Investigations workflow, providing direction and guidance.
  • Conduct awareness and specialized training for Nepal Police and relevant departments.
  • Collaborate with the Senior Project Manager in high-quality reporting and discussions with stakeholders.
  • Develop and maintain strong relationships with key stakeholders at different government levels.
  • Manage relevant personnel and monitor performance against project objectives.
  • Collaborate across other outputs and workflows within the project.
  • Ensure the implementation plan aligns with the project goals and adjusts plans as necessary.

Required Qualification & Experience for Investigations Specialist:

  • Advanced University Degree (Master's) in policing, security, and justice, investigations, public administration, or related fields. A Bachelor's Degree with an additional 2 years of experience may substitute for an Advanced Degree.
  • A minimum of 5 years (7 years with a Bachelor's degree) of professional experience leading investigations or similar complex projects.

Required Skills & Knowledge for Investigations Specialist:

  • Knowledge of quality assurance in security sector service delivery is advantageous.
  • Strong understanding of risk management and experience working in multi-disciplinary and multi-cultural teams.
  • Experience with UNOPS or FCDO-funded projects is an asset.
  • Fluency in Nepali and English (reading, writing, and speaking) is required.
