Manager Job Description:

The Manager, Research, Monitoring, and Evaluation (RM&E) in Nepal oversees all aspects of monitoring, evaluation, and research activities in collaboration with the Global RM&E team. Reporting to the Country Director, this position is part of the Nepal Country Management Team. Based in Kathmandu, the role requires frequent travel within Nepal and occasional international travel.

Responsibilities of Manager:

  • Design and Implementation of RM&E Activities (60% effort):
    • Lead the strategic planning and execution of data collection, analysis, and reporting (including data visualization) as part of evaluating Room to Read Nepal's Literacy and Girls' Education Programs, following Room to Read's protocols and best practices.
    • Provide guidance on the development and customization of tools and assessments for RM&E projects in Nepal.
    • Develop research proposals and designs tailored to Room to Read Nepal's portfolio and local context.
    • Direct the analysis and reporting of Project Implementation
      Monitoring (PIM) data. Collaborate with the Country Office
      Leadership and Program Teams to assess PIM findings and integrate lessons learned into project design and implementation.
    • Conduct regular site visits to field offices and project locations to ensure adherence to monitoring and data collection activities, and work with Operations and Program teams to address any issues.
    • Ensure high-quality data collection and reporting of Room to Read's Global Indicator (GI) data, coordinating GI reflections with Country Office and Global Office colleagues.
    • Support data collection for program expansion activities, including contextualization of Global Office guidelines and capacity building in RM&E for Nepal Country Office staff, partners, and consultants such as enumerators and supervisors.
    • Contribute to donor communication, proposal development, and donor reporting by focusing on learning and evaluation results.
    • Lead the evaluation review process with program colleagues to identify improvements in program design and implementation.
    • Collaborate with Global Office RM&E team members, especially those in the Asia Regional RM&E team based in Delhi, to enhance global RM&E practices and guidance.
  • Team Leadership and Capacity Building (25% effort):
    • Ensure the RM&E department has the staff and technical resources needed to execute its activities.
    • Develop the RM&E staff's capabilities in high-quality data collection and analysis of implementation monitoring data.
    • As required, create Terms of Reference for consultants, data collection firms, or individual data collectors, and oversee the completion of these activities.
    • Work with team members to set goals and professional development plans that advance organizational objectives and individual professional expertise.
  • Thought Leadership (15% effort):
    • Stay up to date with research, evaluation, and measurement methods within Room to Read program areas and apply that knowledge to improve practices for Room to Read Nepal's Country Office.
    • Share Room to Read's RM&E work and results with various external stakeholders, including government officials, academics, funders, and other local partners.
    • Identify partnership opportunities in Nepal that align with Room to Read's Strategic Plan, aiming to increase the organization's visibility and recognition for thought leadership.

Required Qualification & Experience for Manager:

  • Education: Master's or advanced degree in social sciences or a related field.
  • Experience: Minimum of 8 years of relevant experience, with at least 3 years in management within development or international development.

Required Skills for Manager:

  • Technical Skills: Proficiency in RM&E theories and methods; experience with data analysis software (e.g., Stata, SPSS, SAS, Atlas.ti, Nvivo, Dedoose).
  • Soft Skills: Strong planning, leadership, interpersonal, collaboration, and communication skills.
  • Travel: Willingness to travel frequently within Nepal and occasionally internationally.
