Background:

The USAID Integrated Nutrition program aims to improve the nutritional status of women, adolescents, and children in Nepal's underserved and marginalized communities. The program addresses both direct and underlying determinants of malnutrition while enhancing the enabling environment for multisectoral nutrition programs through four synergistic intermediate results. This anticipated five-year position is contingent on Helen Keller being awarded funding.

Province Lead Job Description:

The Province Lead will manage province-level activities for the USAID Integrated Nutrition program, leading coordination, networking, representation, and communication efforts. This role requires strategic leadership to implement effective, inclusive, accountable, and sustainable nutrition programming across health, agriculture, WASH, and governance sectors within the assigned province. The Province Lead will oversee annual co-creation processes, support, and monitor partner non-governmental organizations' (PNGOs) performance, and manage sub-awards, ensuring smooth financial, grant, contract, and operational management under USAID Integrated Nutrition.

Responsibilities of Province Lead:

  • Start-up and Close Out:
    • Lead the USAID Integrated Nutrition consortium at the provincial level.
    • Facilitate the formation of a project steering committee under provincial government leadership.
    • Assist in selecting local partner organizations and preparing sustainability and exit strategies.
  • Grant & Contract, Operations, and Finance:
    • Develop program descriptions, budgets, and budget notes with the provincial team.
    • Manage day-to-day office tasks and ensure compliance with relevant policies.
    • Oversee the provincial office's operational budget and communicate with the Country Office for amendments.
  • Planning, Implementation, and Capacity Building:
    • Facilitate co-creation workshops to formulate detailed implementation plans.
    • Provide guidance and assistance to provincial staff and PNGOs.
    • Identify and execute capacity development plans for PNGOs.
  • Collaborating, Learning, and Adaptation:
    • Support evaluation processes and conduct regular field visits.
    • Undertake quarterly pause and reflect sessions with project staff and partners.
    • Facilitate communication and information sharing within the province.
  • Coordination, Representation, and Networking:
    • Coordinate with provincial government authorities and ensure representation at multi-sector nutrition platforms.
    • Engage with government stakeholders and advocate for sustained financial resources for health and nutrition programming.
    • Establish strong institutional relationships with local municipalities and relevant stakeholders.

Required Qualification & Experience for Province Lead:

  • Education: Master's degree in social science, management, public administration, public health, health science, or other relevant disciplines.
  • Experience: Minimum of 8 years in senior-level management in I/NGOs, UN agencies, development partners, and the private sector, including at least 6 years managing diverse teams to implement development/health programs.

Required Skills & Knowledge for Province Lead:

  • Effective communication and listening skills.
  • Proven decision-making abilities in dynamic environments.
  • Excellent time management, personal organization, and team-building skills.
  • Proficiency in English and Nepali (written and spoken); Proficiency in major local languages ​​of the applied province is preferred.
  • High computer literacy, with proficiency in relevant software.
