Project Information:

The FCDO's Security and Justice Program (SJP) aims to enhance security and justice services in Nepal over a five-year period. With a focus on tackling criminal violence and supporting governmental entities, including the Nepal Police, the program strives for improved public safety and reduced gender-based violence (GBV). As part of this initiative, UNOPS seeks to recruit an Investigations Specialist to lead Workstream 2, focusing on the policing component of the SJP program.

Organizational Development Specialist Job Description:

UNOPS seeks an Organizational Development Specialist (Lead Workstream 1) to support Nepal Police's overall organizational development interventions under the Security and Justice Program (SJP) funded by the UK's Foreign Commonwealth and Development Office (FCDO). The specialist will collaborate with Nepal Police on strategic interventions such as human resources development, performance management, and inspection and accountability mechanisms.

Responsibilities of Organizational Development Specialist: 

  • Develop annual work plans for implementing project activities related to Nepal Police's organizational development.
  • Oversee daily operations of interventions, including human resources development, performance management systems, and inspections.
  • Apply lessons learned and recommendations from previous interventions to shape new initiatives.
  • Support the implementation of the Women in Policing Study (MIPP) in coordination with Nepal Police's HR department.
  • Engage with key stakeholders and SJP partners to strengthen Nepal Police's capacity.
  • Assist the Senior Project Manager in reporting, discussions, and risk management with FCDO.
  • Build and maintain strong relationships with key stakeholders at various government levels.
  • Manage relevant personnel and monitor performance to achieve project outputs and outcomes.
  • Collaborate across other outputs/workstreams within the project.
  • Ensure the organizational development work stream aligns with the project implementation plan and adjusts as necessary.
  • Support the Senior Project Manager in designing, monitoring, and reporting on project progress.
  • Regularly review work stream status, assessing performance criteria such as scope, cost, schedule, and quality.

Required Qualification & Experience for Organizational Development Specialist:

  • Advanced University Degree (Master's) in human resources management, public administration, political science, political economy, or related fields.
  • Bachelor's Degree with an additional 2 years of experience in lieu of an advanced degree.
  • A minimum of 5 years (7 years with a bachelor's degree) of professional experience leading human resource development for the police or other public service projects.

Required Skills & Knowledge for Organizational Development Specialist:

  • Knowledge of quality assurance methodologies in security sector service delivery is advantageous.
  • Strong understanding of risk management and experience working in multidisciplinary and multicultural teams.
  • Experience with UNOPS or FCDO-funded projects is an asset.
  • Experience with Google Suite software applications is desirable.
  • Fluency in Nepali and English (reading, writing, and speaking) is required.
