About HRDC:

Hilly Region Development Campaign (HRDC) is currently implementing the Livelihood Recovery Project in Jajarkot district, funded by The Coca Cola Foundation (TCCF) in partnership with CARE-Nepal. HRDC is seeking a dedicated and experienced Project Officer to join our team and support the Reviving Livelihoods of Socially and Economically Marginalized Households Affected by the Earthquake in Jajarkot and Rukum West Project.

Project Officer Job Description:

The Project Officer will play a critical role in the implementation of livelihood recovery activities. Responsibilities include household asset mapping, developing Livelihood Improvement Plans (LIPs), providing skill development training, supporting enterprise development, and coordinating with local governments and stakeholders to achieve project objectives.

Responsibilities of Project Officer:

  • Project Planning and Implementation:
    • Develop and execute Detailed Implementation Plans (DIP) for project activities.
    • Conduct household asset mapping to identify existing assets and skills.
    • Assist households in creating Livelihood Development Plans (LIPs).
    • Form and support livelihood groups, ensuring their cohesion and effectiveness.
    • Establish and operationalize Village Savings and Loans Associations.
    • Facilitate community dialogues to address social norms.
    • Provide technical assistance for income-generating activities (IGAs) and climate-smart agriculture.
    • Promote modern farming practices and local innovations.
    • Identify and link local products to markets.
    • Ensure participatory selection of beneficiaries and prioritize activities for income generation.
    • Develop business plans and offer mentorship for sustainable livelihoods.
    • Ensure project models and approaches meet standards and timelines.
  • Documentation, Reporting, and Knowledge Management:
    • Prepare and submit comprehensive reports on project activities, outcomes, and impacts.
    • Monitor and evaluate project progress, ensuring objectives are met.
    • Collect and document field data and success stories.
  • Coordination and Networking:
    • Lead coordination of field activities and represent HRDC in district/regional meetings.
    • Liaise with local government and relevant stakeholders.
    • Consult with local government officials to discuss economic empowerment strategies.
    • Address concerns from the community and stakeholders promptly.
  • Administrative and Financial Management:
    • Review project budget and track expenditures.
    • Assist with procurement, human resources, and staff performance reviews.
    • Ensure timely procurement and delivery of inputs.
    • Manage budget planning and implement organizational policies.

Required Qualification & Experience for Project Officer:

  • Bachelor's degree in social work, rural development, agriculture, agribusiness, or related fields (preferably in a disaster recovery context).
  • At least three years of experience in facilitating livelihood projects.

Required Skills & Knowledge for Project Officer:

  • Strong understanding of local cultural context, gender dynamics, and social inclusion.
  • Proven experience in organizing and leading community discussions and workshops.
  • Strong interpersonal, analytical, communication, and facilitation skills.
  • Broad understanding of development issues and problem-solving abilities.
  • Knowledge of local context and sensitivities.
  • Excellent communication and organizational skills.
