National Program Officer Job Description:

The Embassy of Switzerland in Nepal is seeking a skilled and dynamic individual to join our team as a National Program Officer – Federal State Building. The successful candidate will play a crucial role in the implementation of the Swiss Cooperation Strategy 2023-26, specifically focusing on projects within the Federal State Building Domain. This position offers an exciting opportunity to contribute to the development and governance initiatives in Nepal, with a particular emphasis on federalism, decentralization, and local governance.

Responsibilities of National Program Officer:

As the National Program Officer, you will:

  • Develop, monitor, and manage projects within the Federal State Building Domain.
  • Analyze and advise on the implementation of the constitution, providing guidance to stakeholders.
  • Conduct trainings and inductions for project teams and colleagues.
  • Maintain relationships with provincial authorities and Swiss NGOs, representing the Embassy in Nepal.
  • Collaborate with national and international partners to identify synergies and enhance project effectiveness.

Required Qualification &  Experience for National Program Officer:

  • Master's degree in Public Administration, Law, Policy, Political Science, Economics, Development Studies, or related fields.
  • Minimum of 5 years' practical experience in development work, particularly in federalism, decentralization, and local governance.
  • Proficiency in project cycle management (PCM) with a strong track record of project oversight and monitoring.
  • Experience collaborating with provincial and local governments.
  • In-depth understanding of federalization, public financial management, and governance structures.
  • Fluency in English and Nepali, both written and spoken.

  • Strong networking, negotiation, and presentation skills.
  • Ability to work independently, prioritize tasks efficiently, and maintain high levels of integrity and transparency.
