Aasaman Nepal (ASN) 'A pioneer organization for education and nutrition', is one of the leading Terai based NGOs led and managed by social activists since its establishment in Dhanusha, Janakpur in 1999. ASN has been engaged in developing and implementing programs aimed at protection, promotion and fulfillment of child rights in Nepal. Currently ASN has been working in 17 districts under 6 Thematic Areas as: Education/Child Protection, Women Empowerment, Livelihood/Natural Resource Management, Disaster Risk Reduction, Health/Nutrition and Good Governance.

Project Information's:

Led by CARE Nepal, the 'USAID Adolescent Reproductive Health' project, in collaboration with AYON, Howard Delafield International, Jhpiego, Nepal CRS Company, and Aasman Nepal, empowers adolescents aged 10-19, including marginalized communities, by providing comprehensive sexual and reproductive health rights. The project aims to equip adolescents with accurate information, guide them in making informed decisions, create a supportive environment for healthy choices, and foster behavior transformation to unleash their full potential.

ARH and GESI Officer Job Description:

As the ARH and GESI Officer, you'll play a crucial role in mainstreaming Adolescent Reproductive Health (ARH) and Gender Equality and Social Inclusion (GESI) initiatives at the local government level. Working under the direct supervision of the ARH and QA Coordinator/ District Lead, you will drive the implementation of project activities within the municipality, fostering collaboration with stakeholders and ensuring alignment with national policies.

  • Location: This program covers eight villages of Dhanusha district: (1) Shahid Nagar, (2) Ganeshman Charnath, (3) Kamala, (4) Hanspur, (5) Mithila Bihari, (6) Sabala, (7) Dhanushadham, and (8) The project is in operation in Chireswarnath Municipality. For this program, Nepali citizens who meet the specified criteria are invited to submit their applications as the vacancies mentioned in the schedule have to be filled.
  • Selection Process: Short list will be published, written and interview will be done.
  • Age Limit: Only candidates between 21 years to 45 years are eligible to apply for the above posts. The age limit is related to the responsibilities they do.

Responsibilities for ARH and GESI Officer:

  1. Program Planning and Implementation (60%):
    1. Assist in the preparation and execution of the annual ARH plan at the municipal level.
    2. Collaborate with municipal teams to localize national ARH policies, integrating GESI considerations.
    3. Engage private service providers to address GESI issues in service provision.
    4. Facilitate youth/adolescent participation in local government planning processes.
    5. Work closely with health and relevant local government sections to incorporate project activities into annual municipal plans.
    6. Support the implementation of ARH quality standards at the local level.
    7. Provide technical inputs for improved planning and implementation of ARH activities during municipal annual reviews.
  2. Coordination, Liaison, and Technical Assistance (20%):
    1. Foster coordination with municipal, public, and private authorities, avoiding duplication and enhancing program synergy.
    2. Collaborate with various officers for effective program implementation.
    3. Provide technical assistance to local government on ARH planning, implementation, and monitoring.
    4. Support the mainstreaming of GESI and SBC issues in ARH activities, coordinating with relevant stakeholders.
  3. Training, Capacity Building, and Advocacy (10%):
    1. Organize capacity-building sessions for ARH facilitators, mentors, and community health volunteers.
    2. Support ARH facilitators in organizing sessions for adult groups.
    3. Engage with youth councils and networks for advocacy and policy dialogue.
  4. Documentation, Dissemination, and Reporting (10%):
    1. Assist in data collection and reporting.
    2. Document best practices and lessons learned for sharing within the project team.
    3. Prepare progress reports and support assessments and surveys.
  5. Upholding Organization's Core Values and Principles:
    1. Demonstrate and promote organizational values and principles.
    2. Uphold gender equity, equality, and social inclusion in programming and behaviors.
    3. Ensure adherence to safeguarding principles and code of conduct.

Required Qualifications & Experience For CARH and GESI Officer:

  • Bachelor's degree in public health, nursing, women & gender studies, or sociology.
  • Minimum two years of experience in GESI, FP/RH, and adolescent programming.

Required Skills & Knowledge For ARH and GESI Officer:

  • Strong practical knowledge in GESI, SBC, and social norms.
  • Facilitation, training, and public speaking skills.
  • Proficiency in report writing.
  • Fluent in local language with an understanding of local socio-cultural context.
  • Team building and teamwork abilities.
