Finance Officer Job Description:

The Finance Officer will manage the financial and accounting aspects of Heifer International Nepal's programs. The role ensures compliance with policies and laws, handles grant compliance, financial management, budgeting, and accounting, and provides support for administration and logistics.

Responsibilities of Finance Officer:

  1. Lead the annual budgeting cycle and coordinate partner audits, ensuring compliance with donor agreements (75% effort).
    • Monitor and review partner financial records, reporting findings to higher authorities and facilitating resolution plans.
    • Ensure compliance with accounting principles, donor requirements, and organizational policies.
    • Conduct regular monitoring visits to partner NGOs to assess compliance with policies, laws, and program impact.
    • Coordinate with partners and program teams for timely reporting and implementation planning.
    • Facilitate partner audits, review reports, and provide management responses.
    • Prepare and share monthly Budget Vs Actual reports with the regional team.
  2. Accounting and Compliance Support (15%):
    • Record financial transactions, manage petty cash, and reconcile bank statements.
    • Ensure proper archiving of financial documents and timely fund balance reconciliation.
    • Process fund requests and budget releases, ensuring tax compliance and government partnership spending ratios.
  3. Capacity Building and Due Diligence (5%):
    • Organize training sessions on financial management and taxation laws for staff and local NGOs.
    • Conduct due diligence and risk analysis for new and existing NGO partners.
  4. Other Duties as Assigned (5%):
    • Coordinate with administration and logistics teams for smooth office management.
    • Support asset verification and record-keeping processes.

Required Qualification & Experience for Finance Officer:

  • Education: Bachelor's degree in Business Administration, Business Studies, or a related field.
  • Experience: Minimum 3 years in a similar context.

Required Skills for Finance Officer:

  • Skills: Proficiency in accounting principles and practices, understanding of Nepalese government procurement regulations, and computer literacy.
  • Language: Proficient in English and Nepali, both spoken and written.
