Job Description of USAID Development Outreach and Communications Assistant:

The USAID Development Outreach and Communications (DOC) Assistant (Digital Content) will work at the USAID/Nepal Front Office and report directly to the Team Lead. The position holder is responsible for developing and maintaining content for USAID/Nepal's digital platforms, supporting the organization's communications activities. We create, curate, and manage content for our website, social media channels (Facebook, Twitter, Instagram, LinkedIn, YouTube), email campaigns, and digital platforms (Flickr, Exposure Blog, Medium Blog).

Major Duties and Responsibilities of USAID Development Outreach and Communications Assistant:

  • Collaboration and Campaign Execution (50%)
    • Create creative briefs and content blueprints for digital campaigns that include the objectives, target audience, key messages, and intended outcomes.
    • Create interesting social media posts, images, and videos in Nepali and English that are consistent with campaign objectives.
    • Collaborate with designers, videographers, other DOC Team members to create high-quality multimedia content.
    • Form alliances with influencers, organizations, and stakeholders to broaden campaign reach.
    • Use social media advertisements and boosted posts to increase campaign visibility.
      Organize and carry out online events, webinars, and live broadcasts to engage the audience and promote USAID/Nepal's efforts.
    • Create and maintain a content schedule to ensure timely and consistent content distribution across digital platforms.
  • Compliance and Performance Monitoring (25%)
    • Conduct content audits to verify compliance with USAID branding and quality requirements.
    • Maintain a database of approved digital materials that the team may access.
    • Create content style guides and templates to ensure uniformity.
    • Implement accessibility standards to promote inclusion.
    • Monitor and reply to online reviews, comments, and communications with professionalism.
    • Perform keyword research and SEO to boost search ranks.
    • Use web analytics to monitor user activity and inform content strategy.
    • Prepare frequent performance reports with critical metrics and insights.
    • Conduct a competitive study to assess performance and find areas for improvement.
    • Set up data privacy and security safeguards.
    • Create and implement crisis communication strategy.
    • Stay informed on digital trends, technology, and best practices.
  • Digital Content Strategy (15%)
    • Participate in strategy sessions to connect digital material with overall communication objectives.
    • Collaborate with the communication team to connect digital and offline initiatives.
    • To design digital content strategy, consider your target audience, communication objectives, and key performance indicators.
    • Implement SEO tactics and user engagement enhancement.
    • Stay informed on digital marketing trends, best practices, and upcoming technology.
  • Mission & Partner Support (10%)
    • Provide instruction on digital communication and content production.
    • Create and communicate criteria for consistent digital content.
    • Offer continuing assistance and advise on content development, digital technologies, and new trends.

Required Qualification & Experience for USAID Development Outreach and Communications Assistant:

  • Qualification: A minimum of two years of college or university education in communications or allied subjects (e.g. marketing or public relations) is necessary.
  • Experience: A minimum of three years of work experience is required with proven experience as a digital content creator with a strong portfolio of work.

Required Skill & Knowledge for USAID Development Outreach and Communications Assistant:

  • A thorough grasp of search engine optimization (SEO) best practices is necessary, as is the ability to optimize content for search engines. 
  • Experience with social media algorithms, Google Analytics, and other digital marketing analytics tools is necessary.
  • Level IV (fluent) speaking, reading, and writing in English and Nepali is necessary.
  • Given the nature of the role, demonstrated strong writing and spoken communication skills are essential. 
  • Proficient in the use of essential content development tools, as well as expertise dealing with digital platforms, is necessary.
  • Create and implement successful digital content strategy across several platforms.
  • Show great writing and editing abilities in both English and Nepali.
  • Have expertise in multimedia content production, digital marketing, and data analysis.
  • Maintain consistent message and increase content discoverability by utilizing branding concepts, social media management, and SEO tactics.
  • Demonstrate collaboration and good relationship-building skills.
  • Engage successfully with the local community.
  • Collaborate with several teams within USAID/Nepal and partners.
  • Understand different situations and demands in order to create interesting content.

  • Ensure an equitable allocation of development duties and benefits in Nepal.
  • A good knowledge of Nepali work culture, language and Nepal development issues and context is required so as to be able to communicate effectively and work collaboratively with stakeholders at the local levels.

Evaluation and Selection Factors:

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The FAR provisions referenced above are available at https://www.acquisition.gov/browse/index/far.

The technical evaluation committee (TEC) may conduct reference checks, including references from individuals who have not been specifically identified by the offeror, and may do so before or after a candidate is interviewed. Any offeror not receiving satisfactory reference checks will no longer be considered for the position. 6 Candidates will be evaluated and ranked based on the following selection criteria to a maximum score of 100 points:

1. Work Experience/20 points:

  • Prioritize individuals with expertise in development communications, social media management, or other similar sectors.
  • Experience with website and social media content management.
  • Understanding of Nepal's development dynamics, terrain, and social surroundings.
  • Experience working in a multicultural context.
  • A basic awareness of Nepal's digital content creation norms and regulations is advantageous.

2. Knowledge/40 points:

  • Capability to develop creative public-facing materials.
  • The ability to deal with a variety of populations while remaining culturally sensitive.
  • Interest in and knowledge of development-related topics, as well as the capacity to explain them for a wider audience.
  • Understanding of market trends, upcoming technology, and best practices in digital content development.
  • Proficiency with digital tools and platforms for content development and distribution.

3. Skills and Abilities/40 points:

  • Ability to multitask, operate under pressure, take the initiative, and be innovative.
  • Effective cooperation across heterogeneous teams requires strong management abilities.
  • Writing abilities for digital material in English and Nepali.
  • Photography and videography expertise for social media material.
  • Proficiency with Microsoft Suite, Google Apps, Adobe Suite, graphic design tools, and digital platform management (e.g., Facebook, Instagram, Flickr, X).

TOTAL: 100 points 

Reference check (Pass/Fail) Negotiations will be conducted with the most qualified/ highest-ranked offeror at the conclusion of evaluations.

  • Benefits:
    • Health Insurance Coverage for the selected candidate and immediate family members.
    • Variable Contribution Fund (18.33% of the annual base salary)- Employee and Employer.
    • Annual Bonus payment (1/12 of annual base salary).
